Legislative Priorities and Tactics &
Strategies
December 10,
2014
Dear Pro-Lifer,
As I
talked with our Legislative Director at our staff meeting last week, she gave
me an overview of top priority pro-life projects we would like to concentrate
on in the coming year. It's an ambitious list.
You and I have a lot we must
do in 2014 if we are to continue
building momentum to protect innocent life from the moment of conception. This
includes:
*** Accelerating the drive for a Life at
Conception Act to overturn Roe v. Wade in Congress;
*** Exposing the positions of politicians
who run for office promising to protect the unborn, but back away from their
promises when they are safely in office;
*** Stopping the massive taxpayer funding
for abortionists that is hidden in ObamaCare;
*** Fighting to stop confirmation of
radical, pro-abortion federal judges at all levels.
Let
me get right to the point. Your National Pro-Life Alliance has a board meeting
next month to map out plans for the upcoming year. Yet realistically, our
current level of income is not likely to support all the top priorities.
I
have some difficult decisions to make. And since members like VOF are the real
reason for the National Pro-Life Alliance's success, I need your advice.
You
and other members have already said it's a given that we fight all out to end
-- not just regulate -- abortion-on-demand. But where should we concentrate our
fight?
For
example, should I beef up our targeted grass-roots campaigns by mail, phone and
advertising in the home districts of the politicians, insisting they commit to
vote FOR pro-life protections?
As
you know, a major reason you and I have recruited more than 130 cosponsors for
the Life at Conception Act in the current Congress was our work lobbying and
pinning down politicians while they were out looking for votes.
And
while you won't see it on TV, the untold story is that the overwhelming
majority of newly elected Members of Congress who were swept into office on
economic issues in the last two elections either claimed to be pro-life or have
danced around the issue.
Without
a doubt, your National Pro-Life Alliance's TV and newspaper ads, mass mailings
and targeted telephone mobilization made the difference in campaign after
campaign where the pro-life champion won by a razor thin margin.
If I
must cut something, should I cut or intensify this grass-roots constituent
lobbying? Should we continue to press for new cosponsors and hearings on a Life
at Conception Act in the current Congress?
In
spite of the abortion lobby's hopes for the last election, this year we
actually have the potential to surpass our record number of cosponsors for the
Life at Conception Act.
Of
course, once the Life at Conception Act goes into effect, abortion-on-demand
would end. Planned Parenthood would shrivel, abortion clinic after abortion
clinic would close, and the unborn would be entitled to protection under the
14th Amendment to the U.S. Constitution.
Some
people have objected, believing that fighting for the Life at Conception Act is
too difficult a battle. But I'm really afraid that stopping now would mean
losing all our momentum and letting Barack Obama dictate the legislative
agenda.
So
should I ramp up or scale back lobbying for a Life at Conception Act? As an
activist and contributor to the National Pro-Life Alliance, I deeply value your
input on the Membership Directive Survey which I've enclosed.
Should
we continue to fight against activist, pro-abortion federal and Supreme Court
judges? By mobilizing NPLA members, we just won a critical filibuster battle
for the D.C. Appeals Court. But there will be scores of additional judicial
openings coming up, including a possible slot on the Supreme Court.
Since
President Obama has made it clear that the judges he appoints must share his
radical pro-abortion views, we must continue to fight.
Yet another priority is to expose and
fight to end the billions of taxpayer dollars for abortion hidden in ObamaCare.
ObamaCare not only subsidizes abortion coverage in insurance plans, it mandates
FREE ABORTION PILLS, and channels BILLIONS TO ABORTIONISTS like Planned
Parenthood to administer and promote the program.
Should
we continue to fight to repeal ObamaCare? Please let me know on your enclosed
Membership Directive Survey as soon as possible.
In
the end, with ongoing effort, I'm convinced good WILL triumph over evil. So we must persevere through any short-term
setbacks to reach our long-term goal of ending the slaughter of the unborn.
Which
battles, if necessary, do you think we should abandon or cut back? On which
battle fronts must we move forward -- regardless of the cost?
I'm
afraid we can't fight all of the battles -- not with our current level of
funding. So I'm asking you to tell me where you think we should best allocate
your contributions.
Please
return your Membership Directive Survey -- along with your contribution of $50,
$25 or at least $15 by December 20 so I can tabulate the results and draft our
2014 budget for the National Pro-Life Alliance Board Meeting.
There
are so many dangers and opportunities that we'll have to set priorities. That's
why I'm counting on you to offer me your input and do all that you can to help
us in this fight.
With
your advice and support -- along with that of thousands like you -- we will do
more than merely hold our own. Together we will gain ground in our fight for
the lives of the unborn.
Sincerely,
Martin
Fox
President
P.S. You'd
never know it from listening to the pro-abortion national media, but there are
actually a record number of Members of Congress who "claim" to be
pro-life.
But
without your pressure, many of those politicians would quickly settle for
"compromises" that leave intact billions of tax dollars for
abortionists or other schemes that merely regulate a small number of abortions.
Please
advise your NPLA's Board of Directors what our priorities should be. And I
really hope that you'll also include a contribution of $50, $25, or at least
$15, or whatever you can afford today.

NPLA Legislative Priorities
for 2014
Instructions:
Many different measures have been drafted to save
unborn babies. Any proposal that will save even one life is a worthwhile
endeavor. However, since our resources are not unlimited, it is necessary to
set priorities.
Please rate what you believe that the National Pro-Life
Alliance should emphasize among the following programs. A rating of "third
priority" does not mean you disagree with the measure -- only that you
would place other activities as higher priority.
1. Enact a
Life at Conception Act, which would recognize unborn children as
constitutionally-protected "persons" under the 14th Amendment.

2. Eliminate taxpayer subsidies here or abroad
for groups like Planned Parenthood which provide or promote abortion.

5. Stop the
proliferation of chemical abortifacients and any attempts to make abortion causing

NPLA Tactics & Strategies
for 2014
There are many strategies and tactics that pro-lifers
and the National Pro-Life Alliance can employ to mobilize popular opinion and
pressure politicians in the fight to save the unborn. Please tell us what
priority you believe NPLA should place on the following tactics.
1. Prepare and
run TV, radio and full page newspaper ads putting the pressure on politicians
with pro- abortion records.
□ First priority
□ Second priority
□ Third priority
□ Don't know
2. Generate a
tidal wave of petitions, post cards, letters and phone calls in support of
specific pro-life legislation.
□ First priority
□ Second priority
□ Third priority

3. Generate newspaper columns and blogs to expose
pro-abortion politicians who claimed to be pro-life, but are really wolves in
sheep's clothing.
